'Hunker down' as global crisis continues PNOY

The President told Filipino exporters to “hunker down” as the economic slowdown continues worldwide.

In his speech during the 20th anniversary celebration of the Philippine Exporters Confederation Inc. on Tuesday, President Benigno Aquino III said that exporters are facing challenges at the moment big export markets like Europe and the US are in crisis.

“We wish it were otherwise, but the fact is, we cannot predict how long this slowdown will last. This is a time when the most prudent thing to do for those in the export industry is to hunker down, to continue to look for markets and to improve efficiencies,” he said.

He advised exporters to look to potential markets such as Western Europe, and to keep looking into new export opportunities.

“We must remain proactive in looking for these countries and opportunities, because I tell you: this slowdown will end, and when the dust settles, the global environment we find ourselves in may be very different from the one that we grew up with. The hot export good may no longer be athletic sneakers, but coconut water. The furniture you manufacture, originally meant to appeal to a newlywed couple in California, may have to cater to the tastes of a couple in New Delhi,” he said.

“The point is, when the global economy begins to recover, we must be ready to adapt and adjust to whatever the new environment is.”

Aquino also assured exporters of government support.

“All I ask is that you continue what you have been doing these past several years, and that you stand by us as we pursue our agenda of reform. In return, we will stand by you now, when things are tough, and in the future, when things will undoubtedly be better. It is really in these times of adversity where we are given opportunities to truly prepare for the coming opportunities. It is within our grasp; it is but a matter of faith on all our parts,” he said.

After a long years of the controversial love bug virus that damaged billions of computer worldwide and the first cybercriminal case occur in philippines, finally the government implemented a law [ Republic Act No. 10175 ] that will limit people who are in the world of cyberspace. Nowadays, people are engage in illegal activities online such as hacking facebook accounts, defacement of websites, identity theif that are being used commonly in some social networking site like facebook and twitter for some purposes in doing scam, destroy the reputation of others, copyright infrigement from copying articles to other blog, cyberbullying, credit card hacking and libel. That’s a lot of prohibitions from the cybercrime law that people said it’s a deprivation of an online freedom and it’s a martial law version to the world of cyberspace.
But we can’t deny that 20 percent crimes happen towards online activities that involves money like scams, modus operandi that offer deceiving stuffs and credit card hacking. But one thing that most of the filipinos worried with this act is the online libel cases. Like for example if people commented harsh word or he/she’s only want to outburst there grudge emotion in facebook, that would be automatically an online libel case where you can be penalized to imprisonment up to 2 to years.
The website defacement are rampant in today’s world and one of the reason why this act was been impletented, because of the group anonymous scattered anywhere and doing mischief stuffs to the world of cyberworld like hacking and defacing the government website, system intrusion without any authorization.

(a) Access refers to the instruction, communication with, storing data in, retrieving data from, or otherwise making use of any resources of a computer system or communication network.
(b) Alteration refers to the modification or change, in form or substance, of an existing computer data or program.
(c) Communication refers to the transmission of information through ICT media, including voice, video and other forms of data.
(d) Computer refers to an electronic, magnetic, optical, electrochemical, or other data processing or communications device, or grouping of such devices, capable of performing logical, arithmetic, routing, or storage functions and which includes any storage facility or equipment or communications facility or equipment directly related to or operating in conjunction with such device. It covers any type of computer device including devices with data processing capabilities like mobile phones, smart phones, computer networks and other devices connected to the internet.
(e) Computer data refers to any representation of facts, information, or concepts in a form suitable for processing in a computer system including a program suitable to cause a computer system to perform a function and includes electronic documents and/or electronic data messages whether stored in local computer systems or online.
(f) Computer program refers to a set of instructions executed by the computer to achieve intended results.
(g) Computer system refers to any device or group of interconnected or related devices, one or more of which, pursuant to a program, performs automated processing of data. It covers any type of device with data processing capabilities including, but not limited to, computers and mobile phones. The device consisting of hardware and software may include input, output and storage components which may stand alone or be connected in a network or other similar devices. It also includes computer data storage devices or media.
(h) Without right refers to either: (i) conduct undertaken without or in excess of authority; or (ii) conduct not covered by established legal defenses, excuses, court orders, justifications, or relevant principles under the law.
(i) Cyber refers to a computer or a computer network, the electronic medium in which online communication takes place.
(j) Critical infrastructure refers to the computer systems, and/or networks, whether physical or virtual, and/or the computer programs, computer data and/or traffic data so vital to this country that the incapacity or destruction of or interference with such system and assets would have a debilitating impact on security, national or economic security, national public health and safety, or any combination of those matters.
(k) Cybersecurity refers to the collection of tools, policies, risk management approaches, actions, training, best practices, assurance and technologies that can be used to protect the cyber environment and organization and user’s assets.
(l) Database refers to a representation of information, knowledge, facts, concepts, or instructions which are being prepared, processed or stored or have been prepared, processed or stored in a formalized manner and which are intended for use in a computer system.
(m) Interception refers to listening to, recording, monitoring or surveillance of the content of communications, including procuring of the content of data, either directly, through access and use of a computer system or indirectly, through the use of electronic eavesdropping or tapping devices, at the same time that the communication is occurring.
(n) Service provider refers to:
(1) Any public or private entity that provides to users of its service the ability to communicate by means of a computer system; and
(2) Any other entity that processes or stores computer data on behalf of such communication service or users of such service.
(o) Subscriber’s information refers to any information contained in the form of computer data or any other form that is held by a service provider, relating to subscribers of its services other than traffic or content data and by which identity can be established:
(1) The type of communication service used, the technical provisions taken thereto and the period of service;
(2) The subscriber’s identity, postal or geographic address, telephone and other access numbers, any assigned network address, billing and payment information, available on the basis of the service agreement or arrangement; and
(3) Any other available information on the site of the installation of communication equipment, available on the basis of the service agreement or arrangement.
(p) Traffic data or non-content data refers to any computer data other than the content of the communication including, but not limited to, the communication’s origin, destination, route, time, date, size, duration, or type of underlying service.
People feel that they are loosing their freedom of speech especially online, but the only thing that people can do now is to follow the new cybercrime law to protect people and data towards cybercrime.

Africa's potential

There is enough land in Africa to grow more than enough food for all of its people, but what they grow in reality is far behind their potential. A new study released today focuses on wheat production in Africa. The study claims that Africa is only growing 10 to 25 percent of its potential.

This echos what OXFAM said last week about Africa, but their report focused on how the land is misused by land grabs or investment speculators. A good proportion of farm-able land in Africa sits empty while a foreign investor holds onto it. Some land that is being farmed is not human consumption of food but for cars instead with Ethanol.

The authors admit that wheat is not a tropical plant, but maintains that it can be grown in the high elevation areas of Rwanda, Burundi and others. From Reuters Alert Net, writer Alister Doyle tells us more about why wheat is important for Africa.


The report, examining environmental conditions of 12 nations from Ethiopia to Zimbabwe, said that farmers south of the Sahara grew only 44 percent of the wheat consumed locally, meaning dependence on international markets prone to price spikes.
"Sub-Saharan Africa has extensive areas of land that are suitable for profitably producing wheat under rain-fed conditions," according to the study by the non-profit International Maize and Wheat Improvement Center.
It said countries in the region were producing only between 10 and 25 percent of the amounts that the Center's research suggested was "biologically possible and economically profitable" with a net return of $200 per hectare (2.5 acres).
The 89-page study, issued at a wheat conference in Ethiopia, said it aimed to identify ways to raise wheat production as "a hedge against food insecurity, political instability and price shocks."
"Wheat is not an African crop, it is not a tropical crop (but) many governments want to produce wheat locally instead of paying for imports," Hans-Joachim Braun, director of the Center's global wheat program, told Reuters by telephone.
The report estimated that African nations would spend about $12 billion to import 40 million tonnes of wheat in 2012, particularly for fast-growing cities. More wheat should not be grown at the expense of other more viable crops, Braun said.

Lenovo defeat Hp in the Market

SAN FRANCISCO/HONG KONG (Reuters) - China's Lenovo Group Ltd edged out Silicon Valley icon Hewlett-Packard Co to become the world's No. 1 PC maker in the third quarter, according to data released by research house Gartner on Wednesday.
A rival to Gartner, IDC, still ranks HP in the lead - but by less than half a percentage point - in terms of PC shipments worldwide. Both studies reinforce HP's struggles against rivals as new chief executive Meg Whitman tries to overhaul the stalled 73-year-old company.
Worldwide shipments of personal computers fell over 8 percent in the third quarter to 87.5 million, the steepest decline since 2001, Gartner analysts said.
PC demand growth has crumbled over the past year as more consumers flock to ultra-portable and increasingly powerful tablets and smartphones for basic computing.
"It's quite a tough year for PC makers because (Microsoft's) Windows 8 is not launched yet and some consumers are waiting for that. Cannibalisation of tablet PCs is also another factor," said Eve Jung, an analyst with Nomura Securities in Taipei.
Both sets of data show that Lenovo, Taiwan's Acer and other Asian PC makers are taking share away from U.S. competitors HP and Dell, which held on to the No. 3 spot in the quarter.
Lenovo, which has a market value of $8.2 billion, said it believed there was room for continued growth in the sector.
"We are establishing even deeper roots in each major market around the world. In addition to localized sales and distribution teams in major markets, we are establishing an even stronger manufacturing footprint," Lenovo Chairman and CEO Yuanqing Yang said in a statement.
This year the company has bought Brazilian electronics maker CCE, valued at a base price of 300 million reais ($148 million), and U.S. cloud computing firm Stoneware.
CHINA'S TECH RISE
Lenovo's rise highlights the advance of China's technology firms on the world stage in recent years as a result of aggressive pricing, overseas acquisitions, and taking advantage of a fast-growing home market.
The Chinese company, which vaulted into the PC market by buying IBM's personal computer division in 2005, took the top spot for the first time by growing its market share to 15.7 percent, shipping an estimated 13.77 million units during the quarter, up nearly 10 percent from a year ago, Gartner said.
HP's global PC share stood at 15.5 percent after shipping 13.55 million units, down 16.4 percent from a year ago, Gartner said, adding that this was the first time HP has not been the top-ranked PC vendor position since 2006.
IDC had HP at the No. 1 spot with a 15.9 percent market share, marginally ahead of Lenovo's 15.7 percent share.
HP responded to Gartner's study by saying IDC's was more expansive.
"While there are a variety of PC share reports in the market, some don't measure the market in its entirety," HP said in a statement. "The IDC analysis includes the very important workstation segment, and therefore is more comprehensive."
HP shares closed 1.32 percent lower at $14.18 on Wednesday, after touching $14.02, its lowest level since October 2002.
Lenovo's shares ended up 0.3 percent on Thursday, compared with a 0.4 rise in the benchmark Hong Kong index.
Since the start of 2012, Lenovo's shares have risen more than 9 percent, in contrast to a roughly 40 percent drop in HP's stock, a 35 percent fall in Dell and Acer's 21 percent slide.
Analysts say PC makers are suffering from still-sluggish growth in consumer and corporate spending across the globe, even in once-reliably hot markets like China, Lenovo's home turf. The industry's future is uncertain, partly because of a proliferation of computing devices from tablets of all sizes to smartphones.
"PCs are going through a severe slump," said Jay Chou, senior research analyst at IDC's Worldwide PC Tracker.
"A weak global economy as well as questions about PC market saturation and delayed replacement cycles are certainly a factor, but the hard question of what is the 'it' product for PCs remain unanswered."

Solenne San Jose, from Pessac in the Bordeaux region of southwestern France, could not believe her eyes when she opened the bill to discover she was being asked to pay 11,721,000,000,000,000 euros to close her account.
"There were so many zeroes I couldn't even work out how much it was," she said.
San Jose's alarm mounted when operators at Bouygues Telecom told her they could not amend the computer-generated statement or stop the balance from being debited from her bank account.
Only after a series of frantic calls did the company finally admit the bill should have been for 117.21 euros.
Bouygues Telecom told AFP the mix-up had been due to a printing error and a subsequent misunderstanding between the client and staff at their call centre.

One richest country on earth Singapore

Singapore adults have been ranked the eighth wealthiest people in the world, ahead of counterparts in the United Kingdom and Sweden.
The average wealth of an adult Singapore resident stood at S$317,000 in 2012, up from $138,665 in 2000, according to a Credit Suisse study. Most of the rise is due to the saving rate and asset price increases rather than exchange rate movements, the study said.
The richest nation with wealth per adult is Switzerland with S$597,600. The other Asian country in the top 10 ranking is Japan, in fifth place with $331,550.
Household assets in Singapore are divided roughly equally into financial assets and eral assets, reflecting the government's strong encouragement for both savings and home ownership, the study said.
Singapore is also ranked eighth in the number of millionaires. There were about 156,000 Singapore millionaires in 2012 and the number is expected to rise to 249,000 in 2017.
United States has the most number of millionaires with 11,023,000 and the number is expected to rise to 16,870,000 in 2017. By region, about a quarter of the world's millionaires come from the Asia Pacific region, including China and India.
Singapore adults also have an average debt of $56,000, which is moderate for a high wealth country. Only 20 per cent of Singaporeans have wealth below $12,000 as opposed to 69 per cent for the world as a whole.
